. in less than an hour oakland police and city officials are scheduled to address the recent rash of deadly violence in that city. alex savidge is live right now at city hall with what city leaders are expected to say. alex what are they expected to say? >> reporter: well, they are supposed to come up with some solutions some ways to try to curb the shootings. it was a particularly violent weekend in oakland. this announcement will involve both the mayor and police chief. again it will happen within the hour. the announcement will take place right at the spot where three-year-old carlos nava was killed back in 2001. you may remember this shooting. the young boy hit by a stray bullet and right now there is a mural that has been painted in that area in his honor. no one from oakland police or the mayor's office has culled me back. we do understand the focus will be on the four homicides in oakland this past friday and the 11 people wounded by gunfire over the weekend. just last night five people were shot at a birthday party. the surge in violence has led larry reid to be called as a state of

leader is calling for a state of emergency following another violent weekend on the streets of oakland. four people killed. 11 others wounded since friday. tara mority tells us the latest shooting took place at a birthday party. >> reporter: that is right. it happened at a birthday party and basically all of the victims were men. and they scattered and ran to a neighbor's house for help. this comes after a particularly bloody weekend. last nights shooting happening off seminary and foothill. just the latest in a rash of violence since friday. four people were killed friday in a bloody six hour stretch that started at 2:30 in the afternoon all victims there males ranging in age from 17- 30. it's not known whether the 11 shootings that happened on saturday and sunday were linked not four killings friday, but police say friday's incident is gang related. all 11 victims who suffered gunshot wounds are expected to survive. friday's mayhem led to a conference call between the mayor and oakland's police chief and several staff members. there were 131 homicides in oakland last year. so far thi

in europe, and oakland is one of those cities, but i, of course, wearing my regional hat, have looked to expand what i have been learning through the network and the opportunities that present themselves to the network and to expand that. and where better to bring a cycling delegation than to the city of san francisco, a city very much on the verge of, i think, turning the tide in favor of cycling where there are 40-some-odd, 43-plus projects waiting in the wings for the environmental lawsuits to come to a close. so it is very exciting to have the opportunity for the delegation to come here, and i think the timely honkly, could not be -- honestly, could not be better. they have spent just over a day in the city of oakland doing a bit of a bike tour, meeting with elected officials there and a community open house last night where we had 80 folks turn out to listen to their talk. the other thing, obviously the public support and the public interest in this issue is alive and well and i think it's wonderful to see. i will also say that none of these events will be possible without some o

and as far as i could take note is the situation for cyclists as well as in oakland as in portland as in san francisco -- excuse me, i think, yes, important to be again the whole different thing. but as i understand most probably brussels is somewhere in-between. in the last few years, we managed to raise the amount of cyclists let's say from 1% in 2000 to what today is estimated but how did the countings go, but it's estimated as being 3 1/2%. i have made it as one of my priorities to put the discussion on what we call soft mobility for pedestrians and cyclists to put it on the political agenda and being a deputy for the green party in an assembly of 89 deputies, it has been possible to find an alliance in every political party whether it's the liberal, the socialists, the christian democrats, or the green. so we have been taking initiatives together asking hearings in the parliament and so on. i think it's very important that grassroots organization kansas do their work. i'm still participating in actions when we are doing that in brussels. but you need that. you need an efficient administ
